UPPER DARBY, Pa. -

Only FOX 29 was there as 23-year-old Reginald Floyd used his hand to hide his face after being arrested Thursday morning for the attempted murder of two rookie Philadelphia police officers during a routine car stop on the Philadelphia, Upper Darby border.

"This guy is a bum," said Upper Darby Police Superintendent Michael Chitwood after Floyd's arrest.

"It's another guy off the street who could potentially cause a lot of harm," Police Commissioner Charles Ramsey told FOX 29.

Floyd was riding in a Buick with another man behind the wheel when the two rookie officers pulled the car over because of improperly tinted windows. As police approached, the car took off. Minutes later the officers spotted the car again, this time Floyd was outside the car. He turned and ran with police right on his tail.

"This guy actually stopped, turned and fired at the officers," Chitwood explained.

The suspect's loaded handgun was recovered on the scene. The officers were not hit by the gunfire and neither returned fire. Minutes later police found the car at Marshall and Cobbs Creek, then found Floyd walking nearby. Police say Floyd has a history of arrests and an active probation warrant for weapons charges.

"When you look at this guy's criminal record you think to yourself why is this guy out on the street," Chitwood said.

"You never know because he knows he's wanted for something, but you don't know that," Ramsey said. "They were stopping him for tinted windows on a car."

Both officers got high praise from police commanders for their bravery and restraint in not firing back at the armed suspect.

"Very dangerous guy, he fired at the officers, but the officers did not return fire," Ramsey added. "Showed an incredible amount of courage and bravery."

"In my opinion they would have been justified to blow him up, blow him away," Chitwood said. "They chose restraint and again fortunately they didn't get struck."

Police still looking for the driver of that getaway car. They have some good leads. Floyd is being held in the Delaware County Prison.
