Investigators call 40-year-old Benjamin Cuadrado a monster.
Cuadrado, of Lakeland, is accused of molesting a 2-year-old and a 13-month-old baby.
Homeland Security Special Agent Shane Folden says Cuadrado recorded it on video and shared it on child porn sites.
"These are extremely disturbing cases, especially when it involves some of the most innocent individuals in our society," Folden said.
They won't say if Cuadrado is related to the victims.
Cuadrado was caught after a nationwide manhunt. Federal investigators in Miami described seeing six videos with a partial view of the abuser's face.
They enlisted a sketch artist from Fairfax, Virginia, then investigators at the Cyber Crimes Center in Washington, D.C. identified a potential suspect in Lakeland. They in turn notified agents in Tampa and Miami, and Cuadrado was arrested late Tuesday.
"This man is a monster. There are no other words to describe him. We commend the Department of Homeland Security for tenaciously following the trail that led to his arrest," Polk Sheriff Grady Judd said in a media release.
Cuadrado is charged with two counts of capital sexual battery.
