Tampa police and animal services are investigating a decapitated and skinned dog that washed up along the Hillsborough River Thursday morning.
Gladys Stafford found it when she noticed her dogs barking and vultures swarming in her back yard.
"It wasn't a pleasant sight first thing in the morning, I'll tell you that. It just broke my heart," Stafford said. "Why someone would do that to an innocent animal?"
Stafford called animal services and then police once she and her husband were confident it was a domestic animal.
A necropsy will be done to determine specifically how the dog died.
