Nearly 30 apartment were evacuated Sunday night due to a fire set by one of the tenants, investigators said.
Kenneth Haskins, 58, is accused of setting two fires in his apartment at Mar Plaza because he was upset with the management company.
Four units were damaged either by smoke or water.
"It shocked me. Cause when I heard that I was like 'no, not Kenny'. I never thought that would be in his mind," Charlie Holloway said.
Residents spent four hours outside before firefighters deemed it safe for some to return.
During that time, fire investigators said Haskins had a conversation with police.
"The suspect that was arrested did make some incriminating statements to some law enforcement officers that were on scene and they may have been overheard by some witnesses and residents of that apartment building," Henry Williams, a Tampa Fire Department Spokesperson, said.
Haskins remains in jail with no bond, and neighbors do not expect him back.
Tampa Police said Haskins' face is disfigured because he shot himself with a shotgun years ago.
