Warren City Council rejects ethics policy following videos of mayor, assistant

WARREN, Mich. (WJBK) -

Warren Mayor Pro Tem Scott Stevens wants to strengthen the city's ethics. At Tuesday night's meeting he reintroduced a policy that would prohibit fraternization in Warren's city government.

The reintroduction came after the apparent relationship between Warren Mayor Jim Fouts and his secretary Amanda Mika was revealed with some of their interactions even getting caught on tape.

"[It's] not my place to judge anybody, but my concerns are for the taxpayers of the city," Stevens told FOX 2's Taryn Asher.

The videos captured by a private investigator show Fouts and Mika in 2012 in Chicago, going to dinner, strolling down the street holding hands and even checking into a hotel together. The most recent video released Tuesday shows the 71-year-old leaving with his assistant on another secret Friday getaway.

Mika reportedly got a five thousand dollar raise around the same time the mayor cut employee healthcare benefits. Last week, Fouts issued a statement that said the trips were not connected to any pay raise and the only reason she received the extra money was because she had to take on additional responsibilities for another employee on sick leave.

All of it raised ethical questions, but the proposal on the table that would allow anyone to file a complaint wasn't good enough for the City Council who voted it down with a 5-2 vote.

"I will not vote for something that sets up kangaroo court with more Warren political shenanigans where you are going to have city employees that'll be afraid to ever come forward  with any information," said Kelly Colegio at Tuesday night's meeting.

Council plans to sit down and tweak the policy and hold a public hearing at a later date.

As for the mayor's relationship the last video posted closed with saying: "More to come."
