As a helicopter searched for a capsized boat, people on Seaside Drive in Palm Harbor relived the tragedy that unfolded in their backyards.
"He looked he looked cold and in shock," said Scott Hahn.
Hahn and his family witnessed emergency crews rushing to help Stephen Chadwick and Joseph Citro.
"We saw him and then we took the girls and we didn't want to be a part of that. The emergency people were here," Hahn continued.
Citro, visiting from Indiana, and Chadwick, of Tarpon Springs, took a 10-foot aluminum boat to Crystal Beach on Sunday. They headed for the spoil islands to meet other friends, but ran into trouble.
"The vessel started to take on water and then it capsized," said Officer Baryl Martin.
After clinging to the boat, they decided to swim for shore. Chadwick wore a life vest. Citro used a backpack to float.
"They were both clinging onto each other trying to make it onto shore," said Martin.
Before they could, Chadwick lost consciousness. Citro pulled him to shore and did CPR.
Hours later, Chadwick passed away.
His neighbors cannot believe it.
"It is just terrible. It's shocking to have it be someone you know, and it's tragic regardless," said Rachel Finnerty.
Neighbors say it was foggy Sunday morning. FWC said that is one of the things they are looking into, but they first need to find the boat.
