PHILADELPHIA -

Police say they are looking for a man wanted for questioning in connection with the starvation death of his 3-year-old daughter.

The little girl was dropped off at a local hospital early Monday morning, but police say she was already dead.

We want to warn you, the details of this case are very disturbing.

"For something like this to happen is really shocking. It really is," said one of the neighbors who awoke to the news Monday morning.

Police were stationed outside 7311 Sommers Road in West Oak Lane after 3-year-old Nathalyz Rivera, who lived in the home, turned up dead at Albert Einstein Medical Center in what police now say was a homicide.

"She weighed 11 pounds at death. This is one of the worst cases of abuse I've seen in my five years at the homicide unit. It's very sad and very disturbing," said Capt. James Clark of the police department's Homicide Unit, at a late afternoon press conference.

"To hear something like this, it's really sad when children are concerned," said next door neighbor Annetta Dangerfield.

Homicide detectives and crime scene investigators executed a search warrant at the home, hoping to find evidence. The father called the mother this morning to say that the child was unresponsive. The mother dropped off Nathalyz at Einstein around 1:30 a.m. The child weighed just 11 pounds.

"The house was in such bad shape that we believe she has some bruises and things of that nature that may have been caused from fleas, insects or rodents biting her," Clark explained.

Police questioned the mother and her boyfriend. They now want to speak to the child's father, 30-year-old Carlos Rivera.

Four other children are now in DHS custody and being examined.

"Saturday night, I heard a baby crying, which was unusual. Last night, there was a little knocking on the wall," Dangerfield remembered.

"The father dropped them off at a friend's house about an hour and a half ago. They are at the hospital," Clark added.

"You could see they weren't fed good," Dangerfield told reporters.

Clark said that Nathalyz suffered from several severe disabilities.

"Even with all the severe disabilities she had, they hadn't taken her to see any medical personnel in over a year," he said.

Police say that the child had numerous special needs.

Detectives are looking for Rivera in a blue 2002 Chevy Suburban with Pennsylvania tags JHC 1574. No charges have been filed at this point. Police call Rivera a person of interest.
