NEW YORK (MYFOXNY) -

New York City plans to spend $7 million to transform a desolate, trash-strewn waterfront area of lower Manhattan into a recreational beach.

The plan calls for a sandy beach and kayak and canoe launch along the East River near the Brooklyn Bridge.

City Council Speaker Christine Quinn and Manhattan Borough President Scott Stringer have set aside $7 million for the project.

City Council Speaker Christine Quinn and Manhattan Borough President Scott Stringer said the beach will be a "staycation" spot for locals as well as a tourist attraction.

The project also will feature tree-lined walkways, concession stands, terraced seating and a spot for fishing. It will include the creation of salt marshes just offshore to protect the city against future storms.

While a beach is planned, there reportedly will not be any swimming in the river allowed.

It's expected to take three years to complete.
