Video shows officer dragging woman into Pinellas County Jail

A St. Petersburg police officer has been suspended after video showed him dragging an inmate into the Pinellas County Jail by her shirt.

Officer Christopher Goodwin, 47, received a four-day suspension, according to a memo released by the St. Petersburg Police Department.

The incident happened on April 13. According to the department, Goodwin arrested Debra Leibrock for disorderly intoxication and trespassing.

When they arrived at the jail, video shows Leibrock getting out of the car, and sitting on the ground. Goodwin then grabs the back of her shirt and drags her across the floor of the parking area into the jail.

According to the memo, Goodwin admitted his actions were inappropriate, and said there "many other options for him to deal with a passive resistant prisoner."

Goodwin has been with the St. Petersburg Police Department since 1991.

One look at the video is enough for most to question why this officer is still in uniform.

St. Pete Police Officer Christopher Goodwin is seen dragging a woman he arrested through a parking lot and into a vestibule at the Pinellas County Jail.

Eventually her skirt comes off, exposing her underwear.

These images were enough to get Officer Goodwin suspended for four days without pay.

But a man who saw the incident that led to the infamous moment says you should reserve judgment until you hear the whole story.

"As far as I saw he was doing his job," said GW Rolle.

Rolle is a St. Pete homeless advocate who serves Saturday morning breakfast to the less fortunate at Trinity Lutheran Church on 4th Street North in St. Pete.

He made the 911 call back in April when he said Debra Liebrock was causing a commotion.

"Debra was being belligerent," said Rolle. "She smacked my line monitor in the back of the head."

Rolle says Liebrock, whom he describes as a regular disruptive force, was holding a glass bottle with alcohol inside and was clearly intoxicated.

She initially ran away when Officer Goodwin showed up but returned and appeared to be angry.

"While we were talking she slammed that beer bottle down in the street and said come and get me," said Rolle.

According to a report Goodwin says Liebrock resisted and had to be taken down to the ground where she suffered a cut on her face.

Rolle says she continued to resist.

"He was trying to get her over by the car so he kinda dragged her by her heels," said Rolle.

The St. Pete Police say Goodwin was found in violation of three department orders for what he did at the jail.

A report says Officer Goodwin admits his actions were inappropriate.

GW Rolle says he can't speak for what happened at the jail, but in eyes the officer didn't do anything wrong.

"He was keeping people safe," said Rolle.
