Construction on a $2.5 billion expansion at Tampa International Airport hasn't even started yet, and it's already hit a speedbump.
The Hillsborough County Aviation Authroity is going to restart the bidding process.
A winning bid would have been selected next week, but some confusion over how minority contracts would be handled set them back.
Now, the process is expected to last through the end of the year, pushing the project's start date back months.
The first phase of the plan includes a rental car building and a driverless tram.
