Apparently Bruce Hicks plays by his own rules.
When the 46 year old was arrested with a gun just outside Turkey Creek Middle School in Plant City Thursday investigators say he told officers he's a "sovereign citizen" and is not subject to the laws of the land.
His "self-proclaimed sovereignty" was ignored and he was thrown in jail for carrying a gun on school grounds among other charges.
"It's scary, I mean it's right here at the school my daughter is right there," said parent Sara Harden.
Also scary, Hicks' rap sheet which stretches all the way back to 2003, has several arrests for sexual molestation of victims under 18 years of age.
When arrested Thursday, he was pushing a "dolly" carrying a children's plastic motorized toy car.
Parents picking up their kids at Turkey Creek Friday are glad he's been arrested but say there's something else that has them upset.
"I think the school should have let everybody know. I was here, they should have locked down the school, they did not," said parent Tracy Powell.
"I think the parents should be notified when something like this goes down," said parent Elouise Odom.
A spokesman for the Hillsborough County School District says parents weren't notified because the arrest happened off school grounds and did not disrupt classes.
One parent says she's seen him near the school lately.
"I've seen the gentleman walking by like last week like three times walking past the school," said parent Dianne Fletcher.
At this point there's no indication that Hicks intended to walk into the school with the gun, that said parents say they'll breathe a little easier now that he's been arrested.
"I don't think he's worth a flip, that's dangerous," said Odom.
