PHILADELPHIA -

A 63-year-old Philadelphia man faces several charges after investigators say he operated a behavioral medical practice without a license and billed insurance companies for thousands of dollars.

According to the Philadelphia District Attorney's Office, Patrick Usanga, 63, of Folcroft, was charged with insurance fraud, attempted theft by deception and other related charges Wednesday.

The DA's office says an investigation into Usanga's practice began in 2012 after investigators were referred to him by an investigator with Independence Blue Cross.

The alleged doctor operated Northeast Behavioral Medicine on the 6800 block of Castor Avenue, investigators say, and offered to provide psychiatric and chemical treatment counseling to patients. But according to the DA, no employee at the practice, including Usanga, was licensed to provide the treatment.

Further investigation revealed several discrepancies between patient accounts and forms submitted by the practice to insurance companies, investigators said.

The DA's office also accuses Usanga of receiving checks from the Pennsylvania Unemployment Compensation System and receiving more than $55,000 after filing for unemployment in 2009.

Last year, the license for the medical center was revoked by the Department of Public Welfare after investigators say they learned it was operating without any employed licensed doctors or counselors.
