ATLANTA -

FOX 5 has learned about another theft of expensive copper at Atlanta water department offices. Employees inside the water department say that management isn't doing enough to prevent stop the thieves.

Two instances of copper theft have been reported at a field plant in south Fulton County. On Friday, FOX 5's Morse Diggs reported on a similar theft at a Midtown location.

Department of Watershed Management Commissioner Jo Ann Macrina said that she's instituted a loss prevention program.

"We are systematically going through what we have now, determining technologically what we need, and different areas because this is not a situation where one size fits all," Macrina said in a phone interview on Monday.

However, Gina Pagnotta-Murphy, the president of PACE Union, said that she repeatedly hears complaints that surveillance cameras at the plants either don't work or the coverage is inadequate.

"I am still hearing that they are not adequate cameras over throughout the installation. They may have one or two that might be working, but they are not in all key areas. And apparently whoever is doing this knows where these cameras are and where they are not," Pagnotta-Murphy said.

Macrina said that they determining whether the cameras need to be replaced.  She said that those cameras have collected some evidence in the thefts at the south Fulton facility, but did not elaborate.

Sources told FOX 5 that the camera did not pick up anything in the Midtown theft.

City council members said that they have approved hundreds of thousands of dollars to revamp the cameras.
