Worth it or wasted: Tampa's Riverwalk

It started as a dream back in the 1970s, but now Tampa's 2.2 mile Riverwalk is closer than ever to becoming a reality.  The city estimates the overall cost at $32 million, with the majority coming from taxpayers.
