William Allendale Bess no longer gets to open his own mail -- detention deputies in the Polk County Jail do it for him. That's because detectives say Bess schemed to defraud Elizabeth Kapkey out of her mail by placing a "vacation hold" on it and then picking it up at the post office in Lakeland without her knowledge.
The case was the focus of a FOX 13 investigation back in November and Bess was a fugitive on the run until his luck ran out.
"He was stopped during a traffic stop, and we learned he had a warrant and he gave a full confession and is currently in the Polk County Jail," says Sgt. Jill Seymour with the Polk County Sheriff's Office.
Kapkey says she doesn't know why Bess targeted her. She now wants her mail back and wants authorities to deliver something for her.
"I want them to send a really strong message to people who try to steal other people's mail," says Kapkey "not just a slap on the wrist."
Bess is due in court February 5th in Bartow. If convicted, he faces a maximum of six years in prison.
