    Nearly all lines in the increasingly tangled sex scandal involving Petraeus lead back to Jill Kelley.

    A Pentagon spokesman said it was decided the pass suspension would be in the best interest of the Air Force base community. Kelley can still enter the base but now must report to the visitor center and sign in like everyone who doesn't have a pass.

TAMPA (FOX 13) -

For the first time, we are seeing Jill Kelley at work. Pictures show her hosting foreign dignitaries at her Bayshore home and also on base, speaking to military leaders at a MacDill conference room.

Kelley's work as a "social liaison" to MacDill got her noticed and recognized by the elite of the elite of the U.S. military.

In one photo, Gen. David Petraeus, commander of Central Command at the time, is seen pinning an award on her lapel. It's the Joint Chiefs of Staff Award for Outstanding Public Service -- the Joint Chiefs' second-highest civilian honor.

"You're connected, you get it. You're not connected, you don't get it," offered Col. E.J Otero, retired.

Col. Otero founded CentCom's Coalition Intelligence Center, which is what brings so many foreign officials to Tampa.

"When a senior national representative from the coalition had a visitor from another country coming into town, they would call her -- 'I have General such-and-such. Do you mind if we go and have dinner?'"

The award given to Kelley credits her for introducing military brass to local political and community leaders, including the mayor and the governor.

"Lovely people," remarked former Gov. Charlie Crist.  "I remember I had a nice dinner with she and her husband and the general and his wife."

But Col. Otero says the award also speaks to favoritism. He says it is an unusually high honor.

"Soldiers that work in that command -- the captains, the majors, the sergeants, the master sergeants -- they don't have access to the four-star [general]. It's impossible to have access to the four-star."

The volunteer work extended beyond the military base. Jill, who is married to Dr. Scott Kelley, a prominent Bay Area surgeon, helped feed the homeless during Christmas and Valentine's Day events, the photos show.

While the awards and accolades reflect Jill Kelley's finest days in public service, she will always be linked to the scandal that brought down the four-star general turned CIA director.
