Tampa Police have arrested a 49-year-old registered sex offender in connection with the shooting death of an unidentified man Saturday night at the University Oakwoods Apartment complex.

Carlos Ruben Rivas is being held without bond at the Hillsborough County Jail. He is facing one count of first-degree murder and one count of grand theft.

According to a Tampa Police Department report one of the department's officers was stopped for a traffic signal at the intersection of North 15th St. and East Fowler when a black male approached his vehicle just before 10 p.m.

The man, later identified as Rivas, blurted out that he had just killed someone at a nearby apartment. Several TPD units were dispatched to 1254 East 113th Ave. where they located a deceased white male.

A preliminary investigation revealed the victim died from homicidal violence. The name of the deceased is being withheld pending notification of next of kin.

Rivas is no stranger to law enforcement. He has served two stints in the state prison system for convictions out of Hillsborough County. In 1992 he was sentenced to 15 years for a conviction of burglary, assault and sexual battery charges.

He served two months shy of six years.

Rivas is scheduled to make his first appearance before a judge on Monday.
