He is facing one count of lewd or lascivious conduct, two counts of possession of child pornography, one count of interference with custody of a minor, one count of using a computer service to seduce, solicit or entice and one count of using two-way communication to facilitate a felony.
According to a Polk County Sheriff's Office report authorities with the Wisconsin Department of Justice contacted investigators on August 21st about a possible child exploitation case. The victim is a 13-year-old female who resides in a community near Milwaukee the report states.
Through the investigation, detectives learned Moon met the young girl in June via an online gaming site known as "Kabam.com." When the victim's father discovered the relationship he contacted local authorities.
Detectives learned the suspect first began contacting the young girl through the game then exchanged phone numbers.
Polk County Sheriff Grady Judd commented on Moon's arrest.
"This is another example of how those who prey on children work to deceive and coerce their victims," Judd said. "This young child was being groomed for potential violent acts using online games, text messages and emails. I commend all of the agencies involved for their assistance in this investigation and for helping to put this suspect behind bars where he belongs."
Investigators determined that Moon planned to travel to Wisconsin and bring the young girl back to Florida concealing her identity with camouflage clothing and a wig.
Polk County detectives made contact with Moon on Friday morning at his Winter Haven home. They found him to be in possession of a wig and a young woman's shirt.
The suspect allegedly admitted to investigators that he initiated contact with the teen. He also claims he was aware that she was only 13 years old.
Moon also allegedly told detectives that he was going to change his name to ‘Raven Moon' after executing his ‘plan.' The suspect moved to Polk County from Oregon in 2010 after he met a 17-year-old female online the report states.
That relationship ended when the girl's grandmother told him to leave her home.
