The mother of a three-year-old boy found wandering naked in a New Port Richey street Saturday afternoon is facing child neglect charges.
Kelly Ann Gibbs was booked into the Land O' Lakes Detention Center. She is also charged with one count of resisting an officer without violence and one count of failing to obtain a replacement driver's license within 10 days of changing addresses.
According to a New Port Richey Police Department report officers were dispatched to the intersection of Hills Dr. and Massachusetts Ave. just after 12:30 p.m. after a ‘Good Samaritan' motorist found the child.
The man called 9-1-1 and remained with the boy until help arrived. A neighborhood canvas was conducted with assistance from the Pasco County Sheriff's Office in an attempt to identify the child.
A K-9 Unit was also deployed to try and pick up a scent to where the boy wandered away from. At approximately 2 p.m. a resident of an apartment complex on Ian Court recognized the boy and told authorities where they could find his mother.
Officers made contact with Gibbs, 41, who confirmed that she was the child's mother. The residence was found to be unkempt with empty alcoholic beverage containers strewn about the report states.
The suspect was also unaware that the boy was missing until the officers contacted her.
After the officers told her she was under arrest on child neglect charges Gibbs resisted and attempted to pull away.
A Child Protection Investigator has been assigned to the case and took possession of the boy. Gibbs is being held without bond pending her first appearance before a judge. She has one prior arrest in Pasco County.
Gibbs was charged with domestic battery by the Pasco County Sheriff's Office in May, 2010.
