DC's Fire Chief Kenneth Ellerbe is in the middle of an ethical firestorm over whether his brother, Kelton, can be promoted.
Questions are being raised about a Special Order, dated September 11th, which shows Kelton Ellerbe getting a step up to the position of Battalion Fire Chief.
It comes at a time when the Gray administration is very sensitive to allegations about nepotism.
At the mayor's media briefing today, he deferred questions to his Deputy Mayor for Public Safety Paul Quander, who said no final decisions have been made.
Quander says the matter was referred to him and he has asked the general counsel for clarification on whether the promotion to permanent Battalion Chief is even possible.
He says Kelton Ellerbe has the responsibilities, but not the salary of the full position.
Phil Mendelson, chairman of the council judiciary committee, says there are a number of families in the Fire and EMS Department, and the fact that a person's relative is the chief should not prevent that person from ever being promoted.
He says he's spoken to the Chief and been assured that any decision on his brother's promotion will be made by someone other than the Chief.
