    In a 2012 survey, the American Society of Civil Engineers gave Tampa Bay a grade of “C+” for water infrastructure, and a “D” for stormwater infrastructure. Both grades are about average for the nation, but the engineers said in the survey that much of America's infrastructure is aging, and the rapid growth in Florida puts added pressure on the systems.

    The mayor is asking the city council to approve a $90,000 study that will explain to Federal regulators how they could keep all 65 intersections safe without the horns.
    Federal rules require train conductors to blare their horn within 15 seconds of every public crossing as a safety measure. With 65 rail crossings between Ybor City, downtown and south Tampa, it's a lot of noise, leading to a lot of complaints. But now, city officials are considering a $90,000 study to show federal regulators how they could keep all 65 intersections safe -- without the horns.
